Abstract

THE TECHNICAL WORKING SESSION IS AN INITIATIVE OF THE CENTRAL AMERICAN INSTITUTE OF PUBLIC ADMINISTRATION, ICAP, CREATED WITHIN THE FRAMEWORK OF THE CIVIL SERVICE FORUM OF CENTRAL AMERICA, PANAMA AND THE DOMINICAN REPUBLIC IN RESPONSE TO THE NEED TO CREATE A SPACE WHERE NOT ONLY THE CIVIL SERVICE AUTHORITIES OF THE REGION CAN MAKE DECISIONS, BUT ALSO BE SUPPORTED BY THE KNOWLEDGE AND EXPERTISE OF THEIR TECHNICAL OFFICIALS. THE FOURTH INTERMEDIATE MEETING OF THE FORUM HELD IN SAN JOSÉ, COSTA RICA IN MAY 2013 ESTABLISHED A SERIES OF RECOMMENDATIONS SET OUT IN THE DOCUMENT PRESENTED BELOW.
