ILLUSTRATES SOME OF THE ADVANCES AND ACHIEVEMENTS IN THE DEVELOPMENT OF HUMAN RESOURCES SYSTEMS UNDERTAKEN BY THE GENERAL DIRECTORATE OF THE CIVIL SERVICE OF COSTA RICA, WHICH IN TURN RESULTED IN THE STRENGTHENING OF THE CIVIL SERVICE AS THE GOVERNING BODY OF THE CIVIL SERVICE REGIME.
