Abstract

The purpose of this paper is to identify ongoing tendencies and instruments in public sector of developing countries and confronting those with efficiency and effectiveness standards. A transition in the State´s role is taking place in a context characterized by climate change and economic globalization therefore some systemic pressures drag public organizations toward new drivers of change, institutional nexuses and arrangements beyond the classic public administration rationale. Current trends of public management sponsored by the New Public Management (NPM) and the New Public Service (NPS) display a set of practical instruments characterized by active cooperation of the private sector, open, digital and environmental governance, as well as innovative financial and electronic instruments and tools on people hands.
