Abstract

EMPHASIZES THE CHANGES THAT ARE EVIDENT BOTH IN THE ADMINISTRATIVE STRUCTURE AND IN CURRENT TRENDS, RETURNING TO THE THEME OF THE CHALLENGES IN LIGHT OF PLANNING FOR TRANSPARENCY IN THE PUBLIC SERVICE, AS THE FRAMEWORK IN WHICH THE CHALLENGES THAT THE ORGANIZATIONAL CULTURE MUST FACE AND INCORPORATE MUST REVOLVE, GIVEN THE REBIRTH OF THE CITIZEN VOICE AND THE DEMAND FOR SPACE FOR PARTICIPATION AND FUNDAMENTAL RIGHTS.
