THE PREMISE IS THAT TRADE NEGOTIATIONS ARE A MEANS AND NOT AN END. IN MANY CASES, THE PROLIFERATION OF INTERNATIONAL AGREEMENTS IS SO INTENSE THAT THE NEGOTIATING APPARATUS IS SIMPLY UNABLE TO FOLLOW UP ON THEM. THE CENTRAL OBJECTIVE OF THE NEGOTIATIONS IS TO ACCOMPANY AN INVESTMENT ATTRACTION STRATEGY, WHICH REQUIRES STRENGTHENING THE BODIES IN CHARGE OF THIS PROCESS, WHICH MUST BECOME COMPLEMENTARY TO A NATIONAL STRATEGY WITH A STRONG BUSINESS BASE AND POLITICAL CONSENSUS WITH CIVIL SOCIETY.
