Abstract

POINTS OUT THAT THE IDEA OF SELF-GOVERNMENT IN THE FEDERAL REPUBLIC OF GERMANY HAS ITS HISTORICAL ROOTS IN THE EARLY 19TH CENTURY AND THAT THE MUNICIPALITY FORMS THE BASIS OF DEMOCRATIC STATE BUILDING AND IS CONCRETIZED IN VARIOUS TYPES OF AUTONOMY: ADMINISTRATIVE, ORGANIZATIONAL, LEGAL, FISCAL AND FINANCIAL.
