Abstract

MONITORING AND EVALUATION ARE NECESSARY TASKS TO ENSURE THE SUCCESS OF PROJECTS. THE CONCERN OF SOME NATIONAL AND INTERNATIONAL AGENCIES TO REDUCE POVERTY IN DEVELOPING COUNTRIES POINTS TO THE NEED TO IDENTIFY THE CONDITIONS THAT ARE REQUIRED FOR THE BASIC FUNCTIONING OF EVALUATION SYSTEMS FOR THESE PROJECTS. THE FIRST PART OF THIS PAPER EXAMINES SOME OF THESE CONDITIONS, AND THEN OFFERS IDEAS ON OTHER PROJECTS THAT COULD BE INCORPORATED INTO EVALUATION TASKS.
