THE CONTRADICTIONS INHERENT IN REGIONALIZATION POLICIES ARE DISCUSSED BASED ON THE HYPOTHESIS THAT MUCH OF THE DEBATE AND MANY OF THE DIFFICULTIES IN IMPLEMENTING THIS POLICY REFLECT A LACK OF DISCREPANCY OF CRITERIA ON THESE CONTRADICTIONS.
