Abstract

ARGUES THAT STATE POLICY ANALYSIS HAS BEEN BIASED BOTH BY ACADEMIC OR INSTITUTIONAL INTEREST AND BY THE APPROACH OR EMPHASIS USED IN THE ANALYSIS. REVIEWS THESE APPROACHES, ANALYZING THEIR STRENGTHS AND LIMITATIONS. PROPOSES AN INTEGRATED APPROACH TO THE STUDY AND ANALYSIS OF STATE POLICIES, CONSIDERING A MACRO LEVEL OF ANALYSIS (INTERPRETATION OF THE ROLE OF STATE POLICIES IN THE PROCESS OF SOCIAL REPRODUCTION), WITH A MICRO LEVEL (INTRA-STATE DYNAMICS) AND A MICRO LEVEL (INTRA-STATE DYNAMICS). WITH THE MICRO LEVEL (INTRA-INSTITUTIONAL DYNAMICS).
