Abstract

IN THE COSTA RICAN CONTEXT, THIS STUDY SUGGESTS THAT, IN TIMES OF ECONOMIC CONTRACTION AND INCREASED DEPENDENCY, HEALTH POLICIES IN UNDERDEVELOPED COUNTRIES WILL BE SHAPED MORE BY FOREIGN POLITICAL PRIORITIES AND FINANCIAL ASSISTANCE THAN BY LOCAL GOVERNMENT COMMITMENT TO HEALTH CARE. "HEALTH WITHOUT WEALTH", WHICH SUMS UP THE CHALLENGE FOR COSTA RICA.
