Abstract

The analysis of public policies should use a theoretical paradigm and a systematic methodological approach to define, explain, predict, and evaluate some of the main factors that represent a reality and a certain public issue, therefore, it must arise from the legitimacy the actors involved, and the hegemony of the state to carry out all efforts and solve certain market failures. Meanwhile, monitoring and evaluating must be related to the efficient and effective use of resources to the solution of a particular situation that must be corrected, hence, it is important to have a clear path of the objectives sought to be reached, as well as the impact and sustainability that was planned.

This document aims to present a series of theoretical fundamentals that facilitate the analysis, design, implementation and monitoring of public policies aimed at generating better conditions, both to the business sector and society in general.
