Abstract

This article analyzes the two meanings of technology that can be distinguished in the origins, development and evolution of public administration in terms of the training of public servants: as a way of doing (techné), and as an instrument (tool), whose relationship can be traced back to the third millennium B.C., when institutions arise whose purpose is the teaching of public administration that, in parallel, incorporate technology to enhance administrative work. ICTs have become a means for teaching public administration, they have advantages and disadvantages as it facilitates time and costs; but it does not guarantee learning, it leaves aside the opportunity to experiment, reflect and develop actions and their understanding of a rich and controversial data environment. Therefore, it remains to analyze the effects, as well as the new instruments that can be generated to complement this type of preparation, which is becoming increasingly virtual, of public servants, so it is necessary to continue analyzing the way in which ICTs will continue to be incorporated into the teaching and practice of public administration.
