POINTS OUT THE MAIN CHANGES THAT ARE TAKING PLACE IN THE ENVIRONMENT AND ANALYZES THEIR IMPACT ON THE PUBLIC SPHERE AND THE EMERGENCE OF THE NEW PUBLIC MANAGEMENT IN HUMAN RESOURCES, SUGGESTING INNOVATIONS AND FLEXIBILITY, BOTH OF THE WEBERIAN MODEL AND OF THE ADMINISTRATIVE CAREER SYSTEM, IN ORDER TO ADAPT IT TO THE NEW REALITIES OF THE PRESENT CENTURY.
