Abstract

PRESENTS AN ANALYSIS OF THE NORMATIVE FRAMEWORK GUIDING THE REFORM AND MODERNIZATION PROGRAM OF THE NICARAGUAN PUBLIC SECTOR, WHICH SERVES AS A BASIS TO SUSTAIN THAT IN THIS PROGRAM AN ECONOMICIST AND ADMINISTRATIVE RATIONALITY PREVAILS, WITH A PROFOUND ORIENTATION OF THE INTERNATIONAL ORGANIZATIONS, WHOSE THEORETICAL AND PHILOSOPHICAL FOUNDATION IS THE ECONOMIC THINKING OF THE SO-CALLED "WASHINGTON CONSENSUS".
