CRITIQUES THE CONCEPT OF "POLITICAL WILL" THROUGH THE COSTA RICAN EXPERIENCE OF COMMUNITY PARTICIPATION IN HEALTH CARE IN THE PERIOD 1973-1985, AND IDENTIFIES THREE PROBLEMS WITH THE CONCEPT.
