Abstract

THIS PAPER PUTS FORWARD SOME PROPOSALS ON RESEARCH AND TRAINING IN ADMINISTRATION AS IMPORTANT MEANS FOR THE ADMINISTRATIVE APPARATUS OF THE STATE TO IMPROVE ITS CAPACITY AND INCORPORATE CERTAIN ATTRIBUTES NECESSARY TO FACE THE CRISIS SITUATION FACING LATIN AMERICA. THE IDEAS SUGGESTED ARE BASED ON THE PRIORITIES THAT THE CONCRETE SITUATION OF LATIN AMERICA ESTABLISHES AND ON A CONCEPTUAL THEORETICAL FRAMEWORK THAT HELPS TO UNDERSTAND THE PUBLIC ORGANIZATION AS AN OBJECT OF STUDY OF THE DISCIPLINE.
