Abstract

SINCE THE PEACE ACCORDS, THE GOVERNMENT OF GUATEMALA COMMITTED ITSELF IN 1996 TO DEEPEN THE DECENTRALIZATION PROCESS, FOR WHICH IT HAS BEEN STRENGTHENING LOCAL GOVERNMENTS BY PROVIDING THEM WITH GREATER RESOURCES. THE DIFFERENT TYPES OF INCOME THEY RECEIVE, THE FUNCTIONS THEY PERFORM, THEIR FINANCIAL AND ORGANIZATIONAL SITUATION, AS WELL AS VARIOUS ASPECTS OF HUMAN RESOURCES AND COMMUNITY PARTICIPATION ARE INDICATED.
