Abstract

CENTRAL AMERICA HAS BEEN MAKING EFFORTS TO FACE ECONOMIC, SOCIAL AND POLITICAL DIFFICULTIES. IN ADDITION TO ENCOURAGING PRIVATE INVESTMENT, THESE DIFFICULTIES REQUIRE A MORE EFFICIENT ALLOCATION AND USE OF PUBLIC INVESTMENT RESOURCES. THIS REQUIRES THE IMPLEMENTATION OF AN AGILE SYSTEM THAT IDENTIFIES, FORMULATES AND EVALUATES PUBLIC PROJECTS THAT RESPOND TO THE NEEDS OF THE ECONOMIC POPULATION, HENCE THE IMPORTANCE OF RESTRUCTURING PUBLIC PRE-INVESTMENT SYSTEMS AND INVOLVING NEW METHODS THAT ALLOW US TO FORMULATE AND EVALUATE PROJECTS IN ACCORDANCE WITH THE CIRCUMSTANCES OF CENTRAL AMERICA.
