Abstract

THE ESSAY CRITICALLY ANALYZES THE CONCEPTION AND PRACTICE OF PERSONNEL ADMINISTRATION IN THE PUBLIC SECTORS OF CENTRAL AMERICA AND, FROM THERE, THE AUTHOR REFLECTS AND PROPOSES CRITERIA FOR ITS REVISION. HE ARGUES THAT A HUMAN RESOURCES ADMINISTRATION APPROACH IS REQUIRED TO RESPOND TO A TRIANGLE OF INTERESTS: THE SOCIAL INTEREST, THE INTERESTS OF PUBLIC ORGANIZATIONS AND THE INTERESTS OF PUBLIC SERVICES.
