A BRIEF REVIEW OF THE TRANSFORMING TRENDS IN PUBLIC ADMINISTRATION THAT MARKED THE TWENTIETH CENTURY AND THAT HAVE GENERATED AS MANY DISTORTIONS AS ADVANCES IN PUBLIC ADMINISTRATION. EMPHASIZES THE MODERN TRENDS OF NEW PUBLIC MANAGEMENT AS AN INNOVATIVE APPROACH THAT MAKES IT POSSIBLE TO OXYGENATE THE FULFILLMENT OF PUBLIC ADMINISTRATION TASKS, BASED ON TOOLS AND INSTRUMENTS AIMED AT INCREASING EFFICIENCY, EFFECTIVENESS AND COMPETITIVENESS.
