Abstract

THIS DOCUMENT CONTAINS GENERAL INFORMATION ON THE ORIGINS AND NATURE OF THE CENTRAL AMERICAN INSTITUTE OF PUBLIC ADMINISTRATION (ICAP); IT SUMMARIZES THE CENTRAL COMPONENTS OF ITS COOPERATION STRATEGY, WITH EMPHASIS ON THE 1980S, DURING WHICH THE INSTITUTE IMPLEMENTED LARGE-SCALE PROGRAMS IN THE AREAS OF HUMAN RESOURCES EDUCATION AND TRAINING, RESEARCH, CONSULTANCY AND DISSEMINATION. HOWEVER, THE NEW SITUATION IN CENTRAL AMERICA POSES NEW CHALLENGES FOR ICAP AND A REDEFINITION OF ITS ROLE IN PUBLIC ADMINISTRATION.
