Abstract

ARGUES THAT SINCE THE "ALLIANCE FOR SUSTAINABLE DEVELOPMENT", CENTRAL AMERICAN PRESIDENTS HAVE PROMOTED THE PROCESSES OF MODERNIZATION OF THE STATE, INJECTING MUNICIPAL STRENGTHENING, WHICH REQUIRES THAT THE EDUCATIONAL LEVEL OF LOCAL GOVERNMENT AUTHORITIES AND OFFICIALS BE INCREASED. POINTS OUT SOME ADVANCES ACHIEVED IN CENTRAL AMERICA WITH RESPECT TO DECENTRALIZATION, AND RECOGNIZES THE PREPONDERANT ROLE TO BE PLAYED BY HUMAN RESOURCES.
